50-Word Abstract -In recent months the integrative role of passenger rail in national transport has become obvious.  However, previous funding issues and current manufacturing leads prevent quick capacity increases.  Through an IP approach, this research aims to tailor train consists to demand in order to allow car reassignment to more crowded trains.

Existing Consist counts for all Northeast Services (Corridor, Inland, Keystone, & Tidewater) across October 2005, and as proposed by the model.
